Inver Grove Heights Band Boosters By-Laws
- STATEMENT OF PURPOSE
Though the expression of cooperation among, staff, students, and parents, the Inver Grove Heights Band Boosters as governed by the following articles has organized to promote and foster a spirit of excellence and pride in the school's instrumental music programs of Inver Grove Heights Community Schools. More specifically, the association will assist in the funding of extraordinary expenditures such as specialized equipment purchases, training, competitive event participation, and out-of-state or extended trips. The association will not actively or inactively support candidates for office.
- MEMBERSHIP
Membership in this organization shall consist of parents and legal guardians of all past and present members of the Simley High School bands and any other interested residents of Inver Grove Heights Community Schools, IDS 199. The members of this organization shall have voting rights based on one vote per person. Membership may be terminated at any given time by a member wishing to discontinue his or her membership in the organization.
- ELECTIONS
- Officers
- Officers of the organization shall be elected annually by the general membership at the May meeting and installed at the June meeting. The officers to be elected are: President, Vice President, Secretary and Treasurer.
- The officers of this organization shall be:
- President
- Vice-President
- Secretary
- Treasurer
- Duties
- The President shall preside at all meetings of the members, appoint all committee chairpersons, shall be ex-officio member of all committees, and shall be designated spokesperson for the organization.
- The Vice-President shall assist, and consult with the President and assume all the duties of the President in his/her absence.
- The Secretary shall keep the records and minutes of all meetings and activities, issue notices of all meetings, and attend to correspondence.
- The Treasurer shall keep an accurate record of all receipts and disbursements, showing each activity separately, as well as a record of all funds to be reported at each meeting. The Treasurer shall keep an accurate record of money held in Student Accounts.
- Term. The terms of office for any officer shall be no more that one year.
- Dual Office. No person shall hold dual office.
- APPROVAL OF ACTIVITIES.
- The organization shall not undertake any planning of student activities on behalf of Simley High School Bands without first obtaining the approval of the Simley High School Principal, Superintendent, or Board of Education of Inver Grove Heights Schools.
- This organization will not support any activity not previously approved by the Board of Directors of the Inver Grove Heights Band Boosters.
- REGULAR MEETINGS
- The general membership meetings shall be held monthly, September through May unless otherwise posted.
- The officers meet monthly in addition to the general membership meeting. All committees make reports to the officers before the next regular scheduled general membership meeting.
Special meetings may be called by the President, if necessary.
- AMENDMENTS
- Procedure to amend any by-laws where there are members with voting rights:
- Any five (5) members may set forth a proposed amendment by petition of them subscribed, which petition shall be filed with the Secretary of the organization. Notice of the meeting of the members, stating the purpose including the proposed amendment shall be given to each member entitled to vote on the proposed amendment, and to each officer and director regardless of his/her voting rights.
- Upon receipt of a resolution or petition, the Secretary shall include the proposed amendment in the agenda for the next membership meeting. Notice of the meeting and a copy of the proposed amendment shall be given in writing to each member, delivered or mailed at least two weeks prior to the meeting.
- If notice required by this clause has been given, the proposed amendment may be adopted at any meeting of the members. Unless the articles or by-laws require a greater vote, when a majority of the members voting have approved a proposed amendment, it is adopted.
- INCOME AND EXPENDITURES
- Any money raised by this organization shall be held in a separate account from the Inver Grove Heights School District funds.
- Any financial commitment must have the approval of the officers and any disbursements thereof may be made by the authorized persons.
- Individual student accounts will be monitored by the Treasurer and held in an account separate from the General Fund.
- Funds in the individual student accounts may be used for that student's school-related expenses (trips, fees, uniforms).
- When a student leaves the band program, his/her funds may be transferred, in a one-time disbursement, to a sibling in the band program, held for a younger sibling until he/she joins the band program, or transferred to another Simley program or other booster program that supports an activity of Simley High School. Students must notify the Treasurer as to the disbursal of his/her funds by October 31 of the school year following his/her leaving the program. Undisbursed funds will be transferred to the General Fund on November 1.
- All requests for withdrawal of funds, transfer of funds or reimbursement of expenses must be submitted in writing to the Treasurer of the Band Booster Club.
- A yearly informal audit of the books of this organization shall be undertaken by the Treasurer and two other officers.
- STANDING COMMITTEES
- There shall be the following standing committees:
- Membership, Volunteer Committee, Publicity, and Fund Raising, each with a chairperson.
- Membership Committee shall welcome new members to the organization and maintain a current membership list.
- The Volunteer Committee shall do the general calling in reference to Inver Grove Heights Band Boosters business.
- Publicity Committee shall be responsible for publicity and promotion.
- Fund Raising Committee shall consist of a coordinator and individual chairperson for each fund raising activity. The activities shall be for the purpose of raising funds for the Simley High School Band and its students
- DISSOLUTION
- If the Inver Grove Heights Band Boosters at any time disband, any monies in the treasury shall be turned over the Inver Grove Heights Public Schools to be used specifically for the instrumental music department.
